In Pakistan, anti-tobacco organizations (ATOs) have been at the forefront of efforts to reduce smoking through stringent regulations, bans, and higher taxes on tobacco products. While these measures have raised awareness about smoking-related harm, they often overlook practical alternatives for smokers.
ATOs frequently organize seminars and discussions, engaging key government officials, health practitioners, and stakeholders, positioning themselves to influence policymaking. However, in Pakistan’s unique socio-economic context, these strict regulations and bans have not proven effective. The question remains, what happens to smokers who are unable to quit smoking or using nicotine?
National policies often fail to address the factors that drive smoking. Smoking is particularly prevalent in lower-income and less-educated communities, where it has become a deeply ingrained social habit, further complicated by a lack of awareness about its harm. Without addressing these underlying issues, restrictive policies may only provide a superficial solution.
A more comprehensive approach is needed – one that considers the broader socioeconomic factors at play. Instead of focusing on stricter regulations, ATOs should advocate for the inclusion of Tobacco Harm Reduction (THR) products – such as vapes, heated tobacco products, and oral nicotine pouches – within the country’s tobacco control strategy. These alternatives offer adult smokers a less harmful way to transition from smoking, reducing harm without negatively impacting the economy.
Given their established role in shaping tobacco policy, ATOs are well-positioned to lead the shift towards harm reduction. Prioritizing educational campaigns that highlight both the dangers of smoking and the benefits of THR products is crucial. By advocating for policies that make THR products more accessible and affordable, ATOs can assist smokers in making informed decisions. Collaborating with the government to address both public health and economic dimensions of smoking can lead to a more effective solution.
